On system boot, appcenter appears in dock

Bug Description

Loki.

When I log in to my shell, even though appcenter is not docked, it does show up in the dock. I have to right click on it, enable "keep in dock" and then disable "keep in dock", and only then does it disappear.

It could be related to the badge code, as it shows a notification badge.

As per slack, this was historically used to get around not having a notification center or a slingshot capable of showing badges. The discussion is whether about it still makes sense to do this?

When the appcenter shows a badge, it is running in the background.

My argument is that in order to show in the dock, it needs to either:
- have an active window
- be docked

But running in the background does not satisfy either condition, which breaks the dock metaphor.

As per Sam Thomas' message, "Plank does show a dot for applications with a window open. If the application continues running but the window closes the dot goes away.", so it is able to distinguish between apps that run in the foreground and background.

Dan suggests this decision rests on Rico wanting to assume the existence of a Notification Center for plank, although I'm personally not sure this should concern Plank.
