if pulseaudio isn't running (hey, it can happen!) apparmor can interfere with its normal autostart mechanism in any given app
this has actually been causing some ugly user facing problems on maverick (10.10) for me

apparmor: /etc/apparmor. d/abstractions/ gnome should probably be changed to include pulseaudio things, as any time a desktop app tries to make a beep or anything, pulseaudio is restarted automatically, if it happens to be evince then it will fail to start and it's hard to see what is wrong
