start condition failed using live flash drive

Bug Description

I'm using a live flash drive running Ubuntu 18.04. I had some problems using snap that lead me to find that apparmor was inactive. This is what I got:

$ systemctl status apparmor
● apparmor.service - AppArmor initialization
   Loaded: loaded (/lib/systemd/system/apparmor.service; enabled; vendor preset:
   Active: inactive (dead)
Condition: start condition failed at Mon 2019-04-29 19:09:50 UTC; 20min ago
           └─ ConditionPathExists=!/rofs/etc/apparmor.d was not met

I've tried $systemctl enable apparmor and the situation stays the same
