include rules don't handle absolute paths without quotes in some versions of parser

Bug Description

$ mkdir /tmp/foo
$ echo 'profile test { include /tmp/foo }' | apparmor_parser -QTK

... TOK_ID ...

Master and ubuntu 17.10 don't seem to have this issue, but John said 2.11 did.

When fixing this, please also adjust utils/apparmor/regex.py (search for this bug number).
