Bug Description
When the READ_IMPLIES_X personality bit is set, policy needs updates in various places (eg, abstractions, the main profile, etc). It would be nice if we had a rule like this:
allow read_implies_x,
such that if the READ_IMPLIES_X personality bit was set, then implicitly add 'x' to 'r' rules.
