the xenial apache 2 unit in our env mojo-is-
toggle ports on hooks/config-
The charm probably close and then reopen the ports as this is very similarly to the haproxy issue https:/
This might already be fixed upstream, opening this to make sure to check.

FWIW, I should also point out that there's a bug in Juju where a close-port followed by open-port is causing issues where the open-port isn't being done - LP:1962755.
