Bug Description
The install hook currently assumes it can "apt-get install" a few packages, which relies on recent package info being present.
However, package lists have been stripped for space from images for a while now, so may not be present at all - and there's also a chance someone could deploy from an outdated image that refers to packages no longer existing on the archive servers.
The install hook should run an 'apt-get update' before attempting any installs to handle the above.
