Allow more customization of logrotate

Hello,

This is somehow a supersede of LP#1732861.

Due to the various amount of traffic this charm may handle, a more thorough customization of the logrotate configuration would be handy.

I propose to have a way to insert as b64encoded the whole file, superseding the 3 logrotate parameters (effectively ignoring them if set)

For example, being able to remove delaycompress would be nice for high traffic servers.
