Bug Description

    cfg.StrOpt('paste_config',
    ┆ ┆ ┆ default=os.path.abspath(
    ┆ ┆ ┆ ┆ os.path.join(
    ┆ ┆ ┆ ┆ ┆ os.path.dirname(__file__), "api-paste.ini")),
    ┆ ┆ ┆ help="Configuration file for WSGI definition of API."),

The default filename is api_paste.ini, not api-paste.ini.
