--config-dir not working when runing under wsgi container

Bug Description
When running aodh under apache (or uwsgi) it is no longer possible to specify custom --config-file / --config-dir parameters (or any other CLI option).

It's actually impossible by WSGI specification. The only way is to modify the aodh.wsgi that is provided as a convenience, to add an argv with --config-dir or --config-file.
