Bug Description
Current event-alarm is one-shot style, that is, not fire again for same event again.
Need to be periodic way.

Periodic is misleading here. We just want event-alarm get fired again for another matching event. "--repeat-actions" can do it. There is one cache issue that make "--repeat-actions" failed, but latest 5ad719a9 fix it.
