Bug Description

Instead of doing the chmod recommendation for the instances directory (and associated console.log file) we should likely use the approach found here @ https://bugs.launchpad.net/tripleo/+bug/1183274/comments/7 that solves this problem in a better and more appropriate manner.

I think, for sub directories or nested directories permissions, using chmod -R option fixes the issue.

chmod -R 750 /var/lib/nova/instances
chmod -R 750 /var/lib/nova/instances/_base
