This bug is know for a long time but it is not fixable by the theme. Gnome should fix it's panel themeing first and then I'll be able to make the necessary changes.

Is there some reported upstream bug? I would look for it and report it in Gnome, but I don't know necessary technical details.

Sorry for the late replay.

Well the gnome panel will have a radical change in gnome 3.0 that is coming very soon - next year by this time and I think that we should better wait for the newer version. Otherwise the bug is that the panel could not stretch their images and only one image could be used for all states of the panel (expanded to 204px or shrinked to 23px). Other thing is that the vertical panel could not be themed separately than the horiz one. I currently use this tho theme all panels:

class "*Mail*" style "panel"
class "*Tray*" style "panel"
class "*tray*" style "panel"
widget_class "*Tray*" style "panel"
widget_class "*tray*" style "panel"
widget "*TrayIcon*" style "panel"
class "*Panel*Applet*" style "panel"
widget_class "*Panel*GtkToggleButton" style "panel"
widget_class "*Panel*GtkButton" style "panel"
widget_class "*.Panel*Button*GtkLabel" style "panel"
widget_class "*.Panel*GtkLabel" style "panel"
widget "*PanelWidget*" style "panel"
widget "*PanelApplet*" style "panel"
class "PanelApp*" style "panel"
class "PanelToplevel*" style "panel"
widget_class "*Mail*" style "panel"
widget_class "*Netstatus*" style "panel"
widget_class "*Tomboy*Tray*" style "panel"
widget "*fast-user-switch*" style "panel"
widget_class "*PanelToplevel*" style "panel"
class "Xfce*Panel*" style "panel"
widget_class "*Xfce*Panel*" style "panel"
widget_class "*PanelApplet*" style "panel"
widget_class "*PanelWidget*" style "panel"
# @author:dilomo@ cpu-frequency applet was with dark text. Fix it.
widget_class "*FreqApplet*" style "panel"
# Make the clock Bolder
# widget "*Panel*Clock*" style "panel-bold"

This could not be fixed until Gnome 3.0 is released. I mark the bug won't fix but if I find some kind of solution (with other engine) I will release a fix.
