Typical volume quotas are no longer supported by the quota module

Bug Description

In previous versions, it was possible to set quotas on volume types. Could you tell me if this regression is intentional or if it is an oversight?

I think this is causing the repeated failures on the automated tests on the collection.

The "Assert field values" task fails.

It appears that the module doesn't affect any changes.
