Bug Description

global-requirements is an initiative to help standardise dependency versioning across openstack projects and is followed by well integrated openstack projects.

This makes this easier for vendors and consumers, as many of these can only have a single version of a library in their repo/archives or systems at a given time.

Once it's merged and anchor is officially moved to openstack/* space, we can flip the switch on requirements.

2 branches to make this happen, should probably land after Anchor's requirements are agreed into openstack/requirements (Stan's branch)
