Android 13 cannot use Vulkan 1.3 despite it being allowed

On Android 13 the testVulkanHardwareFeatures currently fails to detect support for Android 13.

INSTRUMENTATION_STATUS: stack=java.lang.AssertionError: System feature android.hardware.vulkan.version version 0x403000 isn't close enough (same major and minor version, less or equal patch version) to best physical device version 0x401112

Looking through the logs reveals that the Venus Vulkan driver does not report 1.3 either where it should:
