"Quan/Huyen" lost inputted data after clicking on the "dang ki" button

Bug Description
The field "Quan/Huyen" lost the chosen input when the user click on "Dang ky" button.
Reproduce the bug:
1. Go to the register page
2. The required text fields should be filled, the email is a used email
3. Choose the field "Tinh/Thanh" and "Quan/Huyen"
4. Click on "Dang ky" button
5. The website show the error "Vui lòng nhập đầy đủ thông tin ở trên." or unfilled input and reset "Quan/Huyen" selection, while keeping "Tinh/Thanh" selection.
Tested on Firefox 8.0.1, Chrome 14
