Bug Description
v2.0 keystone auth was deprecated and everything is migrating to keystone v3. So far I've hit issues attempting to use v3 auth around our construction of neutronclient. We need this to start creating a keystone session and using that for constructing the neutronclient in the case of v3 auth. We probably need to do the same for novaclient.
