when building an image with devstack, debug-user username is not correctly passed

Bug Description

devstack is setup to build the appliance image with the debug-user element enabled, which sets up a user+password in the appliance for debugging purposes. This should be the admin username and password configured in devstack, but it looks like the username is not being set properly. Something is probably not being sourced correctly in devstack and $OS_USERNAME is unset here:
