Disconnect slow users won't work

When a slow user is detected even when i have only one file left to download from a bundle it will disconnect this user and start to download from another user. Today i discover that this won't happen anymore. Even if i was downloading at 19 KiB/s (for several minutes) it continue to download from this user until i manually removed the user from queue. There was 10 other sources to download from and when i remove the user another user started to download the rest of the file. I haven't change my settings for months or even years and i have verified them and they are still at the same values. I'm now running AirDC 3.30a-84 and i don't know when this started to happen. I noticed it today.
