Bug Description

Maximum value is 999999999999 and if i add another 9 it will be a negative value -8446744073710551,00 Kbit/s so there should be a limit of 12 numbers and so should the speed limiter have too https://bugs.launchpad.net/airdcpp/+bug/1560122
