Make it possible to temporarily override download skiplist

Bug Description
If i use a download skip list and i for some reason wants to download a file... Then i have to edit the skip list to download the file. Instead it should be easy to override the skip list. A button in the settings to set it enabled or disable? And when you do it for downloads, why not do it for share skip list too? :)
