Description
Independently of the relationship of the levels of the users, using command +showpass always return "Target has an equal or higher rank than you"
Tried on sole Admin (10) with all user-ranks below

r171 and before
Steps to reproduce
Create users with different levels, enable showpass command to some or all. Execute command for user with rank lower than author's
