unban command

Bug Description

this is not really a bug, but instead of the present method of unbanning would it be possible to include it as a separate command, and with a message that says whether the command has been successful .

a unban command would be better then using the ban command one more time with 0 as time makes more sense anyways

at least, you could change the respond from the hub when you do ban nick [reason] 0.

Proposed patch is still using the "0" for unban but gives correct msg and also warns if ban is not found.
Also fixed a litle bug that banned a user trying to remove a banmsgre ...
