recommend python-snippets

While acire doesn't directly depend on python-snippets, it is not very useful without it. A recommendation seems appropriate here.

Is this something we can do with a PPA? Can we recommend a PPA and a certain package?

I'm pretty sure you can't directly recommend an exact PPA and the python-snippets package in it. However if python-snippets exists in any PPA a user has enabled and the Acire package recommends it, apt will go out and grab it. Maybe uploading a "stable" python-snippets into the Acire PPA every release and adding the Recommends in the Acire package would be the easiest way to go about this.

David: if we put a recommends in for python-snippets and there is no python-snippets package in the archive, I assume it won't fail? If this is just a case of recommending a package called python-snippets, I am happy to do that as it is likely a python-snippets package will exist somewhere in an archive in future.

I am keen to get the package in Universe in the 10.10 cycle and we can just provide snapshots of python-snippets there.
