Bug Description

The .provider and .service files installed by the account plugins are not translatable: they miss a translation domain, and their strings are not marked for translations.
This is not a problem for the .service files at the moment, since they are not represented in the UI; but provider files definitely are.

A solution similar to the one described in bug 1052375 should be adopted.

How to test: When the translations are available, 1. Configure your system in a supported language. 2. Open the Control Center > Online Accounts. 3. Click on "Add accounts". Expected result: Google description must be translated (if it is not, then either the fix has not been released or the translation is not available).
