new accounting settings are not considered after update

after changing invoicing configuration using:
Setting menu --> invoicing (configuration) --> default sale tax; default purshase tax ...
the configuration is saved but not applyed --> default tax in the invoice doesn't change, still the same...
After further investigations I noticed that the new configuration is saved as new configuration (account.config.settings) and does not update the existant record (config)
