What is /usr/share/initramfs-tools/plymouth-hook.diverted? This looks like a local diversion on your system, not anything to do with the plymouth package; and there are no changes introduced in the SRU that would cause this problem. Looks to me like a self-inflicted problem on your system.

this is caused by a diversion added in the specific experimental tegra ac100 rootfs the OP uses, the boot partition space is to small for initrds including MODULES=most, plymouth or cryptsetup, the diversion is just a quick and dirty hack atm to avoid their inclusion, the bug should be invalidated.

running:
sudo dpkg-divert --rename --remove /usr/share/initramfs-tools/plymouth-hook.diverted

should solve the issue, but you should make sure to remove /usr/share/initramfs-tools/plymouth and run sudo update-initramfs -u after apt is done to make sure your system still boots.
