Private setting doesn't stick

Bug Description
By default, "Private" is checked in the settings page. If you uncheck Private, it rechecks itself when you click Save.

I haven't tested it, but I think the privacy settings may be set correctly, but rather the HTML that is built for the settings page isn't representing it.
