Bug Description
Universal methods for conversion time data from/to various formats.
CONV_DECS_TO_TIME - on input hours, minutes and second as separate fields , on output one time value (type T)
CONV_TIME_TO_DECS - on input time value (type T) , on output separate hours, minutes and seconds values .
