Make plugin configuration pages use translations

Make all plugins use translations.

This migrates all plugins from Catalog.GetString to AddinManager.CurrentLocalizer.GetString, and adds the addin manifest voodoo to make Mono.Addins load the right translations.

All plugins that still reference Mono.Posix in their Makefile.am need further work - the Stetic-generated gtk-gui source files are still using Catalog.GetString
