Packing interacts badly with multiple mounted storages

Bug Description
Packing doesn't take into account cross-stroage references from otehr storages, resulting in problems like this:

You can now:
- prohibit cross-database references (in 3.9)
- pack without doing GC in FileStorahe (in 3.9)
A multi-database pack tool, zc.zodbdgc, has been released.
I'll resolve this when the pack tool is included, probably in 3.10.
