Mexican calendar needs update

Bug Description

Mexican calendar has at least one holiday calculated wrongly.
In spite test cases pass, calculation of holidays is inconsistent with official rules. For instance, the rule says "The first Monday of February commemorating the 5 of February, the promulgation of the Mexican Constitution."... it's not exactly 5 of february, but the first monday of february.

Mexico calendar needs to be updated from QuantLib 0.9.6 or a more reliable source of information.

What is the source for that quote about Constitution day?

I found the holidays for the current year (2008) on the site http://www.bmv.com.mx/ under 'About BMV->Information Center->Holiday Schedule'. It does not describe the rule about it being the first monday in february though.
