Needlessly warns about broken language packs a second time after install

Bug Description

I just followed the "Broken language install" ISO test case [1] and found a bug.

1) I installed with language Esperanto
2) Per the instructions, I cut off Internet while the installer tried to download language packages
3) After install, I (as expected) got a dialog saying I should finish installing them, which opened language-selector
4) After the language packs installed, I rebooted
5) BUT the same dialog from #3 came up again. When I clicked "Run this action" like I did last time, it brought up language-selector again, but didn't do anything (that is, language-selector didn't prompt to install packages or warn me that I had an incomplete system).

So it seems like the dialog comes up twice, when it should only come up once.
