Ubiquity doesn't expose page title to the screen reader. It makes installation impossible for visually impaired people.

I'm not sure this is entirely true. It does show up in Flat Review mode, although it isn't in the focus chain unless you start the entire CD with the screen reader enabled using gfxboot menus. (I've been trying to fix the latter, but am running into some odd bugs.)

Is the desired behaviour here for the new page title to be read each time we change to a new page, or something like that?

Although that said I see that orca's internals documentation describes Flat Review mode as for dealing with "ill-behaved applications".

Alan Bell says that the desired behaviour is to read the page title as each page opens.

The Precise Pangolin has reached end of life, so this bug will not be fixed for that release
