Ubiquity installs english langpacks even if other language is selected

Bug Description
Testing the Italian LoCo Ubuntu CD. The CD include only Italian langpacks.
During the installation Ubiquity download english langpacks anyway. If there's internet connection during the installation at the reboot a popup shown that some langpacks were missing, but it refers to the english since the Italian is fully installed.
I ran ubiquity in debug mode, including syslog with evidence of english langpack downloading.
