Bug Description
With an application that uses overlay scrollbars (e.g. nautilus) visible, but not focused, and any other application focused, mousing toward the greyed-out scrollbar of the background application causes the 'thumbs' of the overlay scrollbar to appear. However, trying to click+drag on these will only focus and raise the background window and the drag event is not registered, requiring a second drag event, in order to manipulate the scrollbars. This is inconsistent with traditional scrollbars that can be activated with a single click+drag, even with the window is not focused (the click+drag focuses the window and also begins dragging at the same time).
