Please sync commons-io 1.4-3 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
Debian removed Depends on Java runtimes completely, which is one other
way to solve the dependency. We should align to remove the delta.

Changelog entries since current maverick version 1.4-2ubuntu1:

commons-io (1.4-3) unstable; urgency=low

  * Team upload
  * Remove Arnaud and Trygve from uploaders list.
  * Switch to source format 3.0.
  * Update Standards-Version: 3.8.4.
