Ubuntu nm package lacking vpn support

Bug Description

The network-manager package in ubuntu breezy is lacking VPN support. Tools like nm-vpnc-service, nm-vpnc-service-vpnc-helper, and configuration files in /etc/NetworkManager/VPN are not installed.

These tools are supposed to be built out of the vpn-daemons/ subdirectory of the source package of the network-manager source tarball. Note that this directory has its own set of configure script and Makefile.

j^ did have packages for this in his personal repo, not 100% sure why they arent in universe

i know there was some contention tho, because someone was working on n-m for main

I would like to see VPN support for network-manager for Dapper release as well. Whether in main or universe. I'm interested in pursuing the universe option and packaging myself if main is not viable. I used someone's independent packages for a few weeks, and they worked great, until the last few vpnc updates.

We have decided not to include VPN support in dapper, due to its large reliance on having a name server included as well.

Dapper is all about improving what we have, new features like VPN support are more appropriate for dapper+1.
