Only tty1 is configured for unicode, not tty[2-]

Bug Description

In the text console (in tty1), the 'ñ' character appears correctly.

But in the other consoles (tty2, tty3 and so on...), when I type 'ñ', the screen
shows two strange chars instead of the 'ñ' char.

I have an Spanish keyboard, and my locale is "es_ES.UTF-8".

I have an Ubuntu Hoary, totally updated.
