Will not set fuses on Atmega2560

Bug Description

When using the following command:

avrdude -v -patmega2560 -cavrispv2 -P/dev/ttyACM1 -e -Ulock:w:0x3F:m -Uefuse:w:0xFD:m -Uhfuse:w:0xD8:m -Ulfuse:w:0xFF:m -B 9

Avrdude reports that fuses were set, but verifying the change yield no change.

Upgrading to Avrdude v7.3 solved. the issue.
