KSystemLog only launches if run from a terminal - attempting to run from the application menu or from KRunner silently fails

Bug Description
Hardware is an HP Z220 SFF Workstation, 256 GB SSD + 1 TB SSD, 32 GB RAM, UEFI, no secure boot. Testing was done within a Gnome Boxes VM, SeaBIOS, 4 GB RAM, Kubuntu Kinetic live session.
Steps to reproduce bug:
1: Open the Application Menu.
2: Type "KSystemLog".
3: Click "KSystemLog".
4: Hit Alt+F2 to bring up KRunner.
5: Type "KSystemLog".
6: Press Enter.
7: Open the Application Menu, and click "Konsole".
8: Type "ksystemlog", and press Enter.
Expected result: KSystemLog should launch every time you attempt to run it.
Actual result: KSystemLog only launches when executed from the terminal.
Extra details:
If I run KSystemLog from the terminal, then attempt to open it again from the Application Menu while KSystemLog is open, the following lines immediately appear in the logs:
