gnome-initial-setup icon in dock is badly sized

I noticed this while testing the beta jammy image (20220329) on arm64, but I checked and I see the same issue on amd64 as well. The best way I can describe it, is that it looks squished, as if it was sized incorrectly. I'll attach a screenshot showing the problem also.

The stretching is only half the problem. We should also avoid black text in the icon against a transparent background (over a black dock).

To avoid confusion, I think the correct state is 'Fix Committed' and 42.0.1-1ubuntu2 really fixes bug 1967198, not bug 1966115.
