Release notes link in KDE frontend launches Kate

I was testing an install of Kubuntu recently and noticed that when I clicked on the release notes link in ubiquity Kate was launched instead of a web browser.

Ubuntu had a similar issue when we transitioned to the Firefox snap. (LP: #1945015)

I made some progress by switching to use misc.launch_uri but then ran into an error regarding "XDG_RUNTIME_DIR" not being set.

I wonder if the fix for bug 1970594 will actually improve the situation, although the KDE frontend might still need switching to use "misc.launch_uri".

Confirmed that this still occurs with the 22.04.1 testing ISO.

Testing Kubuntu Lunar daily ISO 2023-02-13 this bug present in Lunar.
