No command-not-found message on the riscv64+unleashed focal image on qemu

Bug Description

While testing 20.04.4, performing the test case for riscv64 qemu, one of the tests was to type 'hello' and expect the command-not-found message (with installation instructions). That did not happen. Got the usual error instead:

$ hello
hello: command not found
$

FWIW, I saw the same issue on 20.04.5 but as mentioned by @xypron, 'pull-lp-source' is correctly suggested.
