Xubuntu jammy daily install - on shutdown I get only black screen & inactive cursor.. no eject media & hit enter message

Bug Description

Xubuntu Jammy daily install on
- hp dc7700 (c2d-e6320, 5gb, nvidia quadro nvs 290)

On shutdown (failed install), I didn't get a message telling me to eject media & press enter, just two black screens and underline top left on both screens.

It shutdown on pressing enter, but I waited two minutes before hitting enter and nothing appeared on screen.

This is a refiling of https://bugs.launchpad.net/ubuntu/+source/casper/+bug/1944519 (which is marked FIX released for impish (via documentation/release-notes))

Note: as the failure of the message occurs during shutdown, the box was rebooted to file bug via `ubuntu-bug` so this is a subsequent boot

Jammy QA-test install (Xubuntu) on uEFI box
- sony vaio svp112a1cw (i5-9400u, 4gb, intel haswell-ULT)

On failure to install, I shutdown

The box stayed at the plymouth(Xubuntu logo) screen for two minutes before I hit enter.

On hitting enter the plymouth(Xubuntu) was replaced by Vaio logo & then box turned off.

Some effect as BIOS box, just plymouth(Xubuntu) instead of black screen.

Jammy QA-test Xubuntu on UEFI+secure boot - Dell [ Optiplex] MT 7060, i7-8700, 32 GB, Intel HD Graphics 630, Intel i219 GB Ethernet, Samsung NVMe 256GB SSD

This occurred after install (not failure) - black screen - no eject media message -

waited 5 minutes - hit enter and system rebooted and logged in successfully.

Ran a further test on another box - this time in UEFI mode - no secure boot -

Dell [ Optiplex] MT 7040, i7-6700,32 GB, Intel HD Graphics 530,Intel i219-LM GB Ethernet, M.2 NVMe 256GB SSD

This occurred after install (not failure) - black screen - no eject media message -
waited 10 minutes and system rebooted without any action from the tester
