Mouse's cursor size is not applied after reboot

Bug Description

In Lubuntu 21.10, changing cursor size in Preferences->LXQT Settings->Mouse and Keyboard->Cursor page works only until reboot. Setting is saved to the file session.conf,

Booting a live *jammy* system on
- dell [optiplex] 755 (c2d-e6850, 5gb, amd/ati radeon rv516/x1300/x1550)

I made changes using LXQt.Settings -> Keyboard.and.Mouse.settings and they are saved as expected in ~/.config/lxqt/session.conf

logout the session & login back in

The changes saved in file are still present.. including the change I made in mouse.pointer/cursor changed from 'breeze' to 'breeze light' HOWEVER

size I'd changed to 32 & 40 in different attempts but it returns to 21 after login in the window, with the 21 reflecting the size of the pointer/cursor more accurately than my attempts of 32 or 40.

For me the change in pointer.size returns to 21 (on this box) visible by the setting in the LXQt.Settings->Keyboard.and.Mouse.Settings window on this live system on logout/login.

Confirmed.

(switching out openbox & using xfwm4 made no difference)

testing on an impish actual install on d755-5 gets mixed results.. but the issue is there on
- dell [optiplex] 755 (c2d-e6850, 5gb, amd/ati radeon rv516/x1300/x1550)

What is clear is I don't use that option, as behavior isn't working as I'd expect it to, however that is not unique to Lubuntu.

I booted opensuse tumbleweed (2021.11.07; LXQt 0.17.0) on
- hp 8200 elite sff (i5-2400, 8gb, nvidia quadro 600)

and the mouse pointer/cursor size was changing as I expect it to (after logout/login), BUT on that box the selected DMZ(White) cursor was changing to DMZ(Black) each time.. ie. impact was different; but an issue was still present.

I'll continue to explore (I'm hoping to find pattern, then ideally why..)

I'm getting again what I'd describe as strange/unexpected behavior on Fedora 35 (LXQt 0.17.1)

Using 'tuxcursor' with a saved size of 30; on logout & login the XQt.Settings -> Keyboard.and.Mouse.settings window is returning to 21 on
- hp 8200 elite sff (i5-2400, 8gb, nvidia quadro 600)

however the cursor size appears to vary depending on the window I'm over.. It's smaller (21?) over LXQt but larger (30?) over GTK3 windows?. My Fedora & OpenSuse both use openbox & equiv. setups to Lubuntu (for comparison purposes)

Switched (Fedora 35) to Breeze(light/snow) & size 32 & logout/login & on re-opening the window it shows size=21 which is closer to the size reflected.

What I did notice; is some changes are not effective; I suspect the mouse pointer/cursor can be only specific changes despite single-digit changes; but my results varied exploring this.

I believe this is a LXQt bug ; possibly https://github.com/lxqt/lxqt/issues/953

Reading this upstream bug, it looks like it's fixed in 1.4.0, which will be available in 24.04/Noble or 22.04/Jammy with the Lubuntu Backports PPA added to it.
