Bug Description
Trying to do an install with HWE kernel fails with:

This appears to be because the ISO has the udebs for 5.4.0-42, but the install time kernel is 5.4.0-84.
Note: it also has a series of module udebs for the 5.3.0-64 kernel, which would seem to just be taking up space.
