Subiquity does not change EFI boot order

Bug Description
I am installing on an arm64 server using the subiquity snap in the edge channel, version 21.04.2+
linux /vmlinuz console=hvc0 console=ttyAMA0 earlycon=
After the installation finishes, the EFI boot order does not change, so PXE starts again instead of running the installed system.
Maybe it is the same as LP: #1901397, but PXE is not being used in that case.

Can you provide a curtin log from when this happens? curtin definitely *intends* to do this by default...
