NVIDIA drivers aren't installed on latest groovy image when network is disabled

Just install in nvidia hw without network, it will try to still install drivers 455, and none is in the image.

Indeed, we need to respin the ISOs for this.

We did not rebuild the squashfs earlier, because we forgot/didn't know that they contain apt indexes for restricted. So they got out of sync with the pool (where the drivers are fetched from during installation), and apt got sad when it couldn't reach them on the internet.
